Mark Development Company of Kingston said it plans to build the restaurant and lease the building to Sam Durrani and another man.
On its website, Popeyes advertises "a piece of Louisiana in every single meal." The franchise restaurants serve southern-style food, featuring fried chicken and shrimp, jambalaya, red beans and rice and other regional items. The company says its menu is New Orleans-inspired.
According to the Times Leader archives, a Chinese restaurant was supposed to be built at the location on Business Route 309 last year.
Marvin Slomowitz of Mark Coal Street Associates said in February 2013 that a lease had already been signed, and construction was set to begin once zoning permits cleared.
"We hope to break ground by April," Slomowitz said at the time. "This will be a first class Chinese restaurant. The largest in the region." Those plans never came to fruition.
According to the Popeyes website, the brand was founded in 1972 in New Orleans, Louisiana.
Popeyes Louisiana Kitchen, Inc. was founded in Atlanta, Georgia in 1992 as AFC Enterprises, and known alternatively under the trade names Popeyes Louisiana Kitchen and Popeyes Chicken & Biscuits. The company's website said it changed to its current name in January.
The company operates more than 2,000 locations worldwide.
